The absolute gold rule of progression efficiency: Hammers save resources AND time, while Books ONLY save time.

Hammer Allocation Math
A Hammer of Building costs 120 CWL Medals. If you spend those medals on Builder Potions instead (which cost 15 Medals each, saving 9 hours per builder), 120 Medals gets you 8 Builder Potions:
8 Potions * 5 Builders * 9 Hours = 360 Hours (15 Days) of total builder time.- If you have 6 builders (O.T.T.O unlocked):
8 * 6 * 9 = 432 Hours (18 Days) of builder time. - Conclusion: If your target upgrade is greater than 15 days, buying a Hammer of Building is mathematically superior. If the upgrade is shorter than 12 days, buying Builder Potions is more efficient.
